On September 2, at the conclusion of the SCO Tianjin Summit, the Ministry of Foreign Affairs released the List of Deliverables of China’s Chairmanship of the Shanghai Cooperation Organization (2024–2025). Among the 313 deliverables, two achievements from Emergency General Hospital (China-SCO Collaborative Center for Emergency Medical Rescue of Emergency Relief Departments) were included. This marks a milestone achieved by the hospital with the full support of the Ministry of Emergency Management and under the strong leadership of its Party Committee, and also stands as a model of practical cooperation for China in advancing youth capacity development and emergency medical governance within the SCO framework.

As the first youth emergency medical education program under the framework of the Shanghai Cooperation Organization (SCO), it aims to cultivate and enhance young people’s ability to respond to emergencies through a series of well-designed emergency medical training sessions and practical activities covering emergency care and aeromedical rescue. It also helps strengthen their safety awareness and self-rescue and mutual-rescue capabilities, and promotes sound cooperation among SCO member states in the field of emergency medicine as well as the development of youth emergency response capacity. Ambassador Yerimbekbayev, Secretary-General of the SCO, personally presented completion certificates to the young participants and delivered a brief speech.

Centered on the theme of emergency medical management, the seminar shared China’s experience in such areas as emergency medical management systems and mechanisms, new models of smart emergency medicine, the development of emergency medical rescue systems and capabilities, and psychological adjustment for emergency rescue personnel through a combination of theoretical lectures, case studies, field visits, on-site inspections and discussion sessions.

Both initiatives mentioned above are specifically advanced by the China-SCO Collaborative Center for Emergency Medical Rescue of Emergency Relief Departments. Established in 2024 by the Ministry of Emergency Management and relying on the National Research Center for Emergency Medicine (Emergency General Hospital), this center is the first professional cooperation platform focused on emergency medical rescue under the SCO framework. It actively conducts international cooperation in areas such as emergency medical rescue, occupational health, and psychology, and has become an important bridge for promoting regional emergency medical cooperation.
Looking ahead, Emergency General Hospital will strive to implement the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative proposed by General Secretary Xi Jinping. Guided by the Shanghai Spirit, it will contribute to deepening emergency medical cooperation among SCO member states, demonstrate responsibility in advancing the improvement of young people’s emergency medical capabilities, and set an example for promoting the modern governance of emergency medical management. With efficient actions, the hospital will continuously promote the implementation of more practical cooperation projects, leverage Chinese wisdom and solutions to support the development of the international cooperation mechanism for disaster risk reduction and emergency management under the Belt and Road Initiative, and forge ahead steadily toward the bright future of building a global community of shared future.
