Enhance Emergency Medicine Cooperation, Build a Regional Security Barrier Together: China-Russia Exchanges under the SCO Framework

From December 12 to 14, a delegation from the Nikiforov Radiation Medicine Center of the Russian Ministry of Emergency Situations visited China at the invitation of the Ministry of Emergency Management of the People's Republic of China. The two sides conducted in-depth discussions on the coordinated development of emergency medicine and psychological rescue, and jointly committed themselves to enhancing the comprehensive rescue capacity for regional natural disasters and emergencies.

The exchange featured rich content and a tight schedule. Led by Academician Sergei Aleksanin, Director of the Center, the Russian delegation participated in the 2025 International Forum on Emergency Medical Rescue, the Meeting on Emergency Medicine of the Emergency Disaster Relief Departments of the Shanghai Cooperation Organization, as well as other relevant exchange activities. Representatives from the Psychological Assistance Center of the Russian Ministry of Emergency Situations attended the events online.

Academician Sergei’s Insights on Russia’s Advanced Emergency & Nuclear Radiation Medical Rescue Practices

At the Emergency Medicine Meeting of the Emergency Disaster Relief Departments of the Shanghai Cooperation Organization (SCO), Liu Xiaochuan, Vice President of the Emergency General Hospital, introduced the construction achievements of the "China-SCO Cooperation Center for Emergency Medical Rescue of Emergency Disaster Relief Departments" and proposed the joint establishment of an SCO Emergency Medicine Expert Database.

Academician Sergei of Russia shared Russia's experience in extreme environment rescue, aeromedical services, and equipment research and development. The Deputy Director of Russia's Psychological Assistance Center gave an online introduction to the country's legal system and practical experience in disaster psychological assistance.

Representatives from the International Exchange and Cooperation Center of the Ministry of Emergency Management of the People's Republic of China, Iran, Afghanistan and other countries also expressed their common willingness to strengthen practical cooperation. The meeting reached multiple consensuses on personnel exchanges, technical exchanges, the construction of the expert database, and cooperation in psychological assistance.

Liu Shunzhang, Deputy Director-General of the Department of International Cooperation of the Ministry of Emergency Management, pointed out that deepening cooperation in emergency medicine and psychological assistance is an important measure to practice the "Shanghai Spirit" and build a community with a shared future for mankind. "Let us continue to carry forward the Shanghai Spirit, adhere to the principles of extensive consultation, joint contribution and shared benefits, and work together to weave a tighter and more solid emergency medical rescue safety network in the region," he said.

During the exchanges, the Russian delegation visited the Emergency General Hospital of the Ministry of Emergency Management at the invitation of the latter. The two sides conducted in-depth discussions on specific topics such as emergency rescue in plateau and alpine regions, aeromedical evacuation, physical and mental rehabilitation of rescuers, the application of traditional Chinese medicine (TCM) in emergency treatment, as well as the system construction and personnel training of disaster psychological crisis intervention. They also explored cooperation paths for joint scientific research, training and drills. Academician Sergei invited the Chinese side to participate in relevant international forums to be held in Russia in 2026.

"Those who share the same aspirations are not deterred by mountains and rivers." This exchange activity yielded fruitful results, mapped out a clear and practical cooperation prospect, reflected the high mutual trust between China and Russia in the field of emergency management, and also demonstrated the firm determination of SCO member states to unite and cooperate to jointly safeguard regional security and people's health. The two sides will continue to promote the implementation of consensus and inject new impetusbuilding an efficient, professional and humanistic regional emergency rescue system.

The "2025 International Forum on Emergency Medical Rescue" is a grand international event on emergency medicine co-hosted by the Emergency General Hospital and the International Exchange and Cooperation Center of the Ministry of Emergency Management. Heavyweight guests at home and abroad, including Fan Daiming, Academician of the Chinese Academy of Engineering, Yang Saini, Executive Director of the Integrated Research on Disaster Risk Program of the United Nations Office for Disaster Risk Reduction (UNDRR), Donald A. Donohoe, President of the World Association for Disaster and Emergency Medicine (WADEM), and Academician Sergei Sergeyevich Alexanin from the Nikiforov Radiation Medicine Center of the Russian Ministry of Emergency Situations, delivered speeches at the keynote forum to jointly discuss the high-quality development of international emergency medical rescue.
